He can be both serious and over-the-top. Think of him as the (DCAU) Joker, but less clever, more brute force.

El Loco

With the recent fall of the Aztec Empire, many slaves were taken by the Spaniards into various countries across the waves; there, the Aztecs were powerless individuals. A small boy, raised by Aztec priests, was amongst those captured; he was brought to various lands all over the world, until one day, he finally snapped and viciously murdered his owner.

El Loco has forgotten his real name, but he hasn't forgotten what he's learnt since his escape: a natural skill in languages, a natural ability to beat the shit out of people and a natural tendency to veer wildly from only slightly odd to totally bat-shit insane has meant that the life of a mercenary was about all that he was suitable for.

Having wandered all over the world, he's finally ended up in Japan, looking for something that he will recognize when he finds it. (Or so the voices tell him, and they never lie. Well, except that one time on that ship, but it was necessary, wasn't it? Yes, of course it was...)

Other stuff

He's crazy.

Absolutely crazy.

He's pretty strong, he's fairly cunning, he might be considered smart in a good light, the mask is totally removable in this incarnation although he likes to keep it on, he likes the ladies (he likes them a lot), he can rip you apart with his bare hands, he prefers to whack you with his Iron Bo, he's very fast for his size, he can leap and jump like a monkey, but above it all the fact remains that he is totally fucking insane.

Besides that, he has a tendency to not be able to predict the result of anything he does, or to totally guess wrongly; he isn't an alcoholic, per se; more that he gets drunk really really easily. His mask also restricts his vision to a degree.
